MANILA — The Department of Information and Communications Technology (DICT) faces a leadership transition after Malacañang accepted Secretary Henry Aguda’s resignation, just three days after the Palace maintained that he would remain in his post.

Ombudsman Jesus Crispin Remulla confirmed the development during his radio program, ending days of uncertainty over Aguda’s status in the administration of President Ferdinand Marcos Jr.

“Nag-resign. Tinanggap na ‘yung resignation,” Remulla said when asked whether Aguda had stepped down.

The announcement marked a reversal from the Palace’s earlier position, raising questions about the circumstances surrounding Aguda’s departure and who would take over the agency responsible for the government’s digital transformation and information and communications technology programs.

Three days earlier, Palace Press Officer Undersecretary Claire Castro had said Aguda would remain DICT secretary, explaining that Malacañang had received no information indicating that he had resigned.

Amid circulating reports about his possible departure, Aguda issued a statement through Castro on Wednesday, acknowledging the President’s authority over Cabinet appointments without explicitly confirming his resignation.

“As Secretary of DICT, I serve at the pleasure of the President, and I fully recognize and respect the President’s prerogative in matters concerning his Cabinet and his administration. My focus remains on carrying out my responsibilities and serving the Filipino people to the best of my ability,” Aguda stated.

Aguda assumed leadership of the DICT in March 2025, replacing former secretary Ivan Uy.

His departure comes as the department continues to oversee government digitalization initiatives, telecommunications development, cybersecurity programs and efforts to expand internet connectivity across the country.

As of the announcement, Malacañang had not disclosed who would replace Aguda or whether an officer-in-charge would temporarily oversee the department.

The Palace had also not publicly explained the circumstances behind his resignation or announced when the leadership transition would take effect.

Aguda’s exit leaves the DICT awaiting new leadership as the government pursues its digital transformation agenda./PN
