ROXAS City – A member of the Philippine Army voluntarily surrendered to the Dumarao Police Station while his companion – a civilian – remains at large after they were involved in a shooting incident in Barangay Poblacion Tacas, Cuartero town, Capiz past 9 p.m. on Monday leaving one dead and another injured.

The victim Allen Malecosio, 24, a resident of Poblacion Ilaya, Cuartero, was shot in the head and chest, the initial police investigation showed. He was brought to Dao District Hospital by the Cuartero Emergency Responder but was pronounced “dead on arrival” by the attending physician.

The other victim was identified as Joren Hijosa, 23, also a resident, who sustained a gunshot wound to his upper right leg. He is recuperating in the hospital, police said.

The suspects were identified as Private First Class (PFC) Donald Lisbo, 21, assigned to the 61st Infantry Battalion and civilian Jerry Hombalias, who immediately fled the scene after the incident, also a resident of Cuartero.

Based on the report, Malecosio and Hijosa together with another three companions were eating snacks at a burger joint when Hombalias arrived at the store.

Due to a misunderstanding, an altercation ensued between Bryan Tripoli – a friend of the victims – and Hombalias who were both under the influence of liquor, the police said.

The two engaged in a fist fight when Lisbo, who was standing nearby came to aid Hombalias, report said.

Hombalias and the group immediately fled the scene on board motorcycles after the incident, but Lisbo decided to turn himself in to the authorities in Dumarao, Borio said.

Hombalias remains at large as of press time, police added.

Lisbo likewise turned over his personal .45 caliber service pistol to the police. He was placed under the custody of Cuartero police while the case is under investigation.
