ILOILO – From 2016 to 2019 the 12th Sangguniang Panlalawigan (SP) approved a total of 61 ordinances and 2,155 resolutions.
According to SP secretary Atty. Raul Tiosayco Jr., the four SP members with the most number of ordinances authored were the following:
* Liecel Mondejar-Seville (now mayor of New Lucena) – 18
* Marcelo Valentin Serag – 14
* Lorenz Defensor (now congressman of the 3rd District) – 10
* Demetrio Sonza – five
The SP presiding officer, Vice Gov. Christine Garin, authored 3 provincial ordinances.
Among the significant ordinances approved, said Tiosayco, included the one enacting the 2018 public-private partnership (PPP) code of the province and the ordinance amending section 2A.05, Article A (Real Property Taxes) of Provincial Ordinance No. 2017-145, otherwise known as the 2017 Revised Revenue Code of Iloilo. Both were authored by Defensor.
One significant accomplishment of the 12th SP, according to Tiosayco, was codification of provincial ordinances. This was Garin’s initiative.
“Na-codify ta ang importante nga mga ordinances. Ang advantage, kon ikaw may question sa kon ano nga ordinances may ara sa province, ma-refer ta ka for example sa code of health and sanitation, kag madamo pa,” said Tiosayco.
The 12th SP ended its term on June 30, 2019. Its members who have been reelected to the 13th SP were Serag and Valencia (representing the 1st District) and Domingo Oso Jr. (representing the 4th District).
Meanwhile, Liga ng mga Barangay provincial federation president Dorothy Paes, Sangguniang Kabataan provincial federation president Bianca Requinto and Philippine Councilors League – Iloilo president Licurgo Tirador continue to serve the SP as ex-officio members./PN
