BACOLOD City – At least four people from Negros Occidental, including two government officials, were accused of engaging in the illegal drug trade.
Four people filed complaint-affidavits before the central office of the National Bureau of Investigation seeking government action into what they claimed to be the proliferation of drugs in the province.
An “illegal drug cartel” has been operating in San Carlos City since 2007, the complainants claimed.
Those who filed the complaint-affidavits on Oct. 3 were Alfredo Hulleza, a kagawad (councilman) of Barangay Bantayanon, Calatrava town; Cipriano Jimenez of San Carlos City; Cheryl Alburo of San Carlos City; and Prudencio Mahilum of Calatrava.
They faced the press on Thursday and handed out copies of the documents.
The complainants alleged that suspected drug lord Peter Lim supplies illegal drugs to Negros Occidental from Cebu.
Some of the supplies were sourced by Lim from two inmates – one from the New Bilibid Prison in Muntinlupa City and another from the Bureau of Jail Management and Penology facility in San Carlos City – the complainants said.
A businessman in Negros Occidental was working with Lim while two government officials were protecting their operations, the complainants alleged.

The complainants asked the government to “put in jail” the culprits in the proliferation of illegal drugs in Negros Occidental.
Two weeks ago Hulleza – a self-identified asset of the Philippine Drug Enforcement Agency – claimed that 50 kilograms of shabu were being shipped to the province every month.
Politicians in the 1st District were protecting an illegal drug cartel responsible for this shipment, he alleged.
This drug cartel, which also perpetrates illegal gambling activities, was based in San Carlos City, Hulleza added./PN
