2 policemen tagged in alleged botched summary execution

ILOILO City – Two police officers from the Iloilo City Police Office (ICPO) were tagged in an alleged failed summary execution in Barangay Calaboa, Leganes, Iloilo last month.

According to the city’s police director, Police Colonel Joeresty Coronica, the cops were Police Executive Master Sergeant Jessie Jim Rubio and Police Staff Sergeant Enrico Garlito Gonzales, both assigned at the ICPO’s Intelligence Section.

“Nagkadto sila diri sa akon (on April 13) kag nagpakilala nga sila ang gina-implikar sa krimen kag nagapanginwala sila sang involvementn. Namangkot ‘ko sa ila nga kung wala kamo involvement, ano ang rason ngaa i-mitlang ang inyo ngalan,” said Coronica.

The two are currently assigned at the Regional Personnel Holding and Accounting Unit of Police Regional Office 6 (PRO-6) following PRO-6 director Brigadier General Leo Francisco’s order to relieve them from ICPO effective April 14.

They were among the six suspects accused of frustrated murder and violation of Section 29 (Criminal Liability for Planting of Evidence) of the Comprehensive Dangerous Drugs Act of 2002 by 39-year-old Glen Paloma who was found hogtied and with six gunshot wounds in a rice field in Barangay Calaboa, Leganes on March 26.

The other suspects named by Paloma were John Ian Leda of Arevalo district and owner of Abe’s Payag Seafood Restaurant in Pavia town; the restaurant’s guard, Ricky Giluani, 28, of San Remigio, Antique, and two John Does.

Leda and Giluani could not be reached for comment as of press time.

Francisco further ordered the Regional Investigation and Detective Management Division (RIDMD) to conduct an administrative investigation on the two cops.

Police Colonel Pablito Asmod, RIDMD chief, said they will conduct an investigation as soon as they receive the investigation report and case folder on the criminal case.

“We assure the public of a fair investigation. Wala sang whitewash kag hatagan ta man ang mga respondents sang due process para wala sang bias nga matabu sa investigation,” Asmod added.

Paloma claimed he was mistaken for a thief by Giluani when he (Paloma) stopped in front of Abe’s Payag Seafood Restaurant to fix his bicycle.
