ILOILO City – Three provinces, two cities and 19 municipalities in Western Visayas bagged Seal of Good Local Governance (SGLG) awards from the Department of Interior and Local Government (DILG) this year.
The SGLG is an incentive scheme in response to the public clamor for integrity and good performance in local government units (LGUs).
The Region 6 awardees were able to pass the three “core areas” and at least one “essential area” set by the DILG, said Provincial Director Teodora Sumagaysay.
The core areas were financial administration, disaster preparedness and social protection, while the essential areas were business-friendliness and competitiveness, peace and order and environmental protection.
The three SGLG-awarded provinces were Aklan, Capiz and Iloilo while the two cities were Roxas and Iloilo.
On the other hand, the 19 SGLG-awarded municipalities were:
* Banga, Aklan
* Batan, Aklan
* Buruanga, Aklan
* Ibajay, Aklan
* Kalibo, Aklan
* Malay, Aklan
* Tangalan, Aklan
* Bugasong, Antique
* Culasi, Antique
* San Jose de Buenavista, Antique
* Sibalom, Antique
* Dumarao, Capiz
* Mambusao, Capiz
* Bingawan, Iloilo
* Dingle, Iloilo
* Mina, Iloilo
* New Lucena, Iloilo
* Oton, Iloilo, and
* Zarraga, Iloilo.
According to Iloilo’s Gov. Arthur Defensor Sr., the SGLG award “will allow us access to DILG’s Performance Challenge Fund, facilitation of loan approval through a Good Financial Housekeeping Certification, and other financing windows.”
Iloilo province also bagged the SGLG award in 2015.
“(This symbolizes) our journey towards good local governance as we uphold the standards of transparency, integrity and efficient service delivery,” said Defensor.
New Lucena’s Mayor Christian Sorongon, elected just this May, played down the award.
“Development must be felt by the people in the grassroots,” he told Panay News.
Sorongon has an ongoing spat with his immediate predecessor, former New Lucena mayor and now Sangguniang Panlalawigan member Liecel Mondejar Seville.
Mayor Jed Patrick Mabilog of Iloilo City said the SGLG award is an affirmation of the city government’s quality programs and services.
“I congratulate the employees and department heads for sustaining the enthusiasm and commitment to genuine government service. Our good performance in financial administration, social protection and disaster preparedness, including business friendliness, peace and order and environmental management is in keeping with our commitment to excellence,” Mabilog told Panay News thru spokesperson Atty. Mark Piad./PN
