BACOLOD City – Three members of the city government’s Bids and Awards Committee (BAC) have been on “official leave” since last week.

“Alternates” have replaced them for now, Acting BAC chairman Maphilindo Polvora said.

BAC chairman Goldwyn Nifras, Department of Public Services head Nelson Sedillo and General Services Office assistant head Melvin Recabar were among the 10 city hall employees, including Mayor Evelio Leonardia, the Office of the Ombudsman has ordered dismissed.

They were found guilty of grave misconduct and gross neglect of duty over the questionable purchase of P50 million in furniture and fixtures at city hall in 2008.

Polvora, the vice chairman, took over as acting chairman.

Taking over the other positions in the BAC were Allyn Luv Dignadice of the City Administrator’s Office, Sally Abelarde of the Department of Social Services and Development and Engr. Noel Impreso of the City Engineer’s Office.

Polvora could not say for sure until when Nifras, Sedillo and Recabar will be on leave or if they will be present in this month’s bidding for the new contractor for environmental and sanitary services (garbage collection).

While Leonardia has secured a temporary restraining order from the Court of Appeals, the other officials have not yet as of this writing.

Engr. Max Sillo of the City Environment and Natural Resources Office remains a regular BAC member.

The IPM Construction and Development Corp. is currently handling garbage collection.

Its contract was supposed to end in December 2016, but the city government extended it until February — with P14,858,356.28 per extension month — to give local officials time for the bidding process.

Polvora said the approved budget for the contract is P150 million, covering March to December.

A pre-bid conference will be held at 10 a.m. on Feb. 6 at the BAC Secretariat in the Bacolod City Government Center. The BAC will discuss the terms of reference with interested bidders.

Bidding documents are available at city hall for P50,000 from Jan. 27 to Feb. 20.

Bidders must deliver their bid documents on or before the opening of bids on Feb. 20, said Polvora./PN
