BACOLOD City – Three incumbent councilors were suspended yesterday.

The Office of the Ombudsman found councilors Em Ang, Wilson Gamboa and Sonya Verdeflor guilty of simple neglect of duty in relation to a complaint that Juan Ramon Guanzon filed against them and four others last year.

The four others were former councilors Jocelle Sigue, Roberto Rojas, Archie Baribar, and Alex Paglumotan.

Guanzon said they violated City Ordinance (CO) No. 506 series of 2009 – which regulates the fees and issuance of licenses for the construction, establishment, operation, and maintenance of cockpits and cockfighting in the city – when they approved a cockfighting request in Barangay Tangub in April 2016.

Ombudsman Conchita Carpio-Morales signed the order on Sept. 22 suspending for a month and a day Ang, Gamboa and Verdeflor.

Because of their separation from service, Sigue, Rojas, Baribar, and Paglumotan were meted a penalty equivalent to their councilor salary for a month and a day.

Officer-in-charge Carmelo Orbista of the Department of Interior and Local Government -Bacolod field office served the Ombudsman order against the incumbent and former councilors yesterday.

For his part, Gamboa said the Ombudsman “abused its power and authority” when it ordered their suspension.

According to him, CO No. 506 series of 2009 was “silent on the time length of holding the three-day cockfight from Barangay Tangub’s fiesta.”
