ILOILO City – The government’s one-time financial assistance of P5,000 each for workers in Western Visayas unable to work due to the enhanced community quarantine may be released this month.
Niezel Anen Sabrido, information officer of the Department of Labor and Employment (DOLE) Region 6, said their priority will be at least 30,000 employees who submitted their application on or before April 15 but did not receive any financial assistance under the Bayanihan to Heal as One Act (Republic Act No. 11469 or Bayanihan 1).
But they should file a new application, Sabrido clarified.
The financial aid was part of the coronavirus disease 2019 (COVID-19) Adjustment Measures Program (CAMP) under the Bayanihan to Recover as One Act (Bayanihan 2) ordered by Labor secretary Silvestre Bello III through Department Order (DO) No. 218.
According to Sabrido, DOLE-6 is still accepting applications for CAMP 2.
Here are the salient points of DOLE’s DO No. 218:
Eligible to apply
* private establishment that has retrenched the workforce or implemented temporary or permanent closure due to the COVID-19 pandemic, including those who are in contracting/subcontracting agreement and centralized human resource/payroll system
* workers who were retrenched and temporarily laid-off due to authorized causes can apply individually subject to the submission of documentary requirements
Prioritization
* displaced/affected workers of micro, small and medium enterprises (MSMEs) that applied for CAMP on or before April 15, 2020 but did not receive any financial assistance under Bayanihan 1
* displaced/affected workers of other private establishments not categorized as MSME that applied for CAMP on or before 15 April 2020 but did not receive any financial assistance under Bayanihan 1
* displaced/affected workers of MSMEs that will apply for the first time under Bayanihan 2
* displaced/affected workers of other private establishments that are not categorized as MSMEs that will apply for the first time under Bayanihan 2
Who are excluded?
* government employees
* owner, top management or workers with monthly gross salary of P40,000 and above
* foreign national except persons of concerns
* beneficiaries Social Security System and Small Business Wage Subsidy Program of the Department of Finance
CAMP 2 requirements
Private establishments that have temporarily closed or temporarily laid-off workers
shall submit payroll or any of the following alternative documents stated in DOLE Labor Advisory No. 12-A. Series of 2020, namely:
* worker’s pay slip or verifiable handwritten pay slip
* proof of payment of wages via logbook or ledger
* employment contract
* cash voucher or petty cash voucher
* authority to debit account sent by the employer to a bank for the wage of employees
* SSS, PhilHealth and Pag-IBIG Alphalist or list of remittances:
* Bureau of Internal Revenue Form 2316
* List of employees with 13th-month pay.
Application with complete documentary requirements shall be submitted online through https://reports.dole.gov.ph/.
Application will be evaluated by the DOLE Regional Office within seven working days.
A notice of approval or of denial will be sent through e-mail within three working days after the lapse of the evaluation period./PN
