4 may lose biz permits for violating alcohol curfew

ILOILO City – The Public Safety and Transportation Management Office (PSTMO) has recommended the revocation of the business permits of four establishments for violating the alcohol curfew.

PSTMO chief Jeck Conclu identified the four business establishments as MO2 Ice, Empire KTV Bar, D’Stockroom, and Ninja Sports Bar and Grill.

Mayor Jose Espinosa III’s Executive Order (EO) No. 146 issued on Dec. 14, 2017 mandated the closure by 2 a.m. of all establishments serving intoxicating liquor.

According to Conlu, the recommendation to revoke the business permits of the four establishments was submitted to office of the city mayor and the Business Processing and Licensing Office (BPLO) yesterday.

“They should not think we’re not serious in enforcing EO 146,” said Conlu.

BPLO chief Norman Tabud said due process would be observed.

“Dapat padal-an anay sang notice of violation specifying kon ano ang na-violate kag hatagan sang 10 days to correct sang deficiency or reply in writing kon ngaa indi paghulugan sanction,” said Tabud.

A second notice of violation would be issued if the first one was ignored, he said.

“Tapos i-deliberate dayon sa babaw kon ano ang aksyon,” said Tabud.

Early this month, PSTMO discovered that over 20 establishments were violating EO 146.

Most of the violators were in the City Proper, Mandurriao and Jaro districts, said Conlu.

Establishments covered by the EO – bars, nightclubs, restaurants – must set a time for receiving last orders from customers so as to meet the 2 a.m. curfew that stretches until 8 a.m.

The EO, however, has exemptions. These are the following:

* hotels / motels

* resorts accredited by the Department of Tourism

* restaurants, provided they shall not sell nor serve nor dispense nor allow customers to drink within their premises from 2 a.m. until 8 a.m. on the same day, and

* convenience stores operating on a 24-hour basis, provided that such convenience stores may sell but shall not serve nor allow its customers to drink within its premises from 2 a.m. until 8 a.m. on the same day.

Two weeks ago an anonymous letter was sent to the Sangguniang Panlungsod complaining that some business establishments serving alcoholic beverages appeared to have unfairly secured exemptions./PN
