ILOILO – Five provinces in Western Visayas have successfully crafted their Localized Peace Engagement (LPE) and Transformation Program (TP) plans, a major step towards achieving lasting peace and addressing the root causes of armed conflict instigated by communist groups.
The provinces of Negros Occidental, Antique, Iloilo, Aklan, and Capiz are among the 31 provinces nationwide to complete their LPE-TP plans. These plans outline programs, projects, and activities designed to reintegrate former rebels into society and prevent communities from being lured into anti-government activities.
Guimaras, declared insurgency-free, was not included in the program but continues to receive support for sustaining its peace status through initiatives under the Payapa at Masaganang Pamayanan (PAMANA) program and the Sustainable Livelihood Program (SLP).
From Crafting to Implementation
Juniel Guath of the Office of the Presidential Adviser on Peace, Reconciliation, and Unity (OPAPRU) in Western Visayas emphasized that after finalizing the plans, provincial governments must secure approval from their respective governors and Sangguniang Panlalawigan (SP). The plans will then be forwarded to the Regional Development Council (RDC) for budget approval and alignment with implementing agencies.
Guath noted that some local governments, like Iloilo Province, have already committed funds for the identified projects under the Transformation Program, ensuring immediate implementation once the plans receive final approval. The projects are expected to roll out within three years, with OPAPRU open to granting extensions if natural calamities or other challenges hinder completion.
“We are prepared to assist provinces with additional funding if necessary to address delays caused by unforeseen circumstances such as typhoons,” Guath said during a media orientation on December 11.
Support and Partnerships
While no direct funds have yet been downloaded to local government units for the LPE-TP plans, OPAPRU has previously channeled resources through partner agencies like the National Housing Authority (NHA) for housing projects, the Department of Social Welfare and Development (DSWD) for livelihood programs, and PhilHealth.
On declaring the region insurgency-free, Guath said this remains the prerogative of the Philippine National Police and Armed Forces of the Philippines.
Strengthening Communication
During the media orientation, Atty. Tadeo R. Culla, Assistant Director General of the Philippine Information Agency (PIA), highlighted the collaboration among OPAPRU, the Presidential Communications Office (PCO), and PIA to communicate peace initiatives effectively.
“This partnership ensures that vital information about the Localized Peace Engagement and Transformation Program reaches grassroots communities. It builds trust, counters misinformation, and fosters open discussions to address grievances and collectively devise solutions,” Culla said.
PIA Region 6 Regional Head Cheryl B. Amor echoed this sentiment, urging local media to amplify stories of conflict prevention and peacebuilding.
“With peace, there is progress. Let us advocate for OPAPRU’s Localized Peace Engagement and Transformation Program in Western Visayas,” Amor said.
