ILOILO City – Seventy-two police officers gathered at the Iloilo City Police Office (ICPO) conference room yesterday believing they would have a conference.

To their surprise, all of them were directed by ICPO director Senior Superintendent Henry Biñas to take a drug test.

Of the 72 officers, four were women and 68 were men from the Iloilo City Traffic Management and City Drug Enforcement Unit of six police stations (City Proper, La Paz, Jaro, Mandurriao, Arevalo, and Molo).

The results would be released next week.

The Police Regional Office 6’s (PRO-6) crime laboratory carried out the drug test that, according to Biñas, was part of the Philippine National Police’s “internal cleansing.”

The goal was, among others, to regain the public’s trust, said Biñas.

“We want to make sure that policemen conducting antidrug operations are clean,” he stressed.

He added, “I warned them not to try using illegal drugs if they want to stay in the police organization.”

There would be more unannounced random drug tests, said Biñas.

Early this month, the PRO-6 said there would be “community vetting” on policemen that would be tasked to carry out the campaign against illegal drugs.

“People can choose from the uniformed personnel who can be part of the police’s drug enforcement units,” said Chief Superintendent Cesar Hawthorne Binag, regional police director.

To address the failings in the government’s drug war, Binag also said policemen would undergo retraining.

“I am asking for community participation,” said the director.

The retraining would include “refreshers” on the following topics: police operational procedure, human rights, handling of evidences, and reorientation of the Comprehensive Dangerous Drugs Act of 2002./PN
