SAN JOSE, Antique – All barangays were enjoined to set up a Violence Against Women and Children (VAWC) Desk.
VAWC Desks shall immediately act on cases of gender-based violence and assist victims in securing a Barangay Protection Order, among others, according to Provincial Board member Egidio Elio.
Citing the Magna Carta of Women, the Sangguniang Panlalawigan passed an ordinance enhancing the functions of VAWC Desks and enforcing protocol in handling VAWC cases at the barangay level.
Elio, chairman of the women and children committee, sponsored the ordinance.
A person-in-charge must head the barangay VAWC Desk, Section 3 of Provincial Ordinance No. 2016-119 stated.
Aside from acting on cases and assisting victims, VAWC Desks must also keep VAWC records confidential and secure, Elio told a meeting of the Gender and Development (GAD) Interagency Committee.
Barangays must allocate funds for the training of VAWC Desk members and their operation, Elio said. He also asked the Department of the Interior and Local Government to help in setting up and monitoring the Desks.
Section 5 of the provincial ordinance stated the protocol in handling VAWC cases at the barangay level in line with Republic Act 9262, or the Anti-Violence against Women and their Children Act.
For rape, trafficking in persons and other cases that do not fall under the barangay’s jurisdiction, the Desk-in-charge must assist the victims/survivors in seeking assistance from the police and other appropriate authorities, the ordinance stated.
Barangay and municipal governments are also mandated to provide financial assistance to indigent victims/survivors.
Five percent of barangay budgets must be allocated for GAD programs, and a portion of which may be spared for VAWC Desk operationalization, Elio said. (PIA/PN)
