ILOILO City – The police is hopeful of making all the 180 barangays in this city drug-free. But this may take time, said Senior Superintendent Remus Zacharias Canieso, police director.

For one, police operations and its results are subject to validation and revalidation, he said.

“It’s a combination of comparing notes within the intelligence community to know how many of those in the watchlist are validated,” explained Canieso.

In a speech before the Federation of Filipino-Chinese Chamber of Commerce and Industry, Inc. in Metro Manila on Friday, President Rodrigo Duterte recalled branding Iloilo as the “most shabu-lized” in the country last year.

Canieso said he could not give the exact percentage of apprehended drug personalities in the watchlist of the Iloilo City Police Office (ICPO). But he revealed that to date, 176 barangays are affected by illegal drugs.

Several factors must be taken into account in declaring a barangay drug-free, said Canieso.

In the guidelines of the Dangerous Drugs Board, one of these factors is the enrollment in a drug rehabilitation program of all identified users in a barangay, and their completion of such program.

“Before declaring that all users are no longer into illegal drugs, they must undergo drug rehabilitation,” Canieso stressed.

There must also be no presence of tiangge or drug den and no presence of illegal drugs protector, among others, in the barangay.

“So, in effect, you can’t achieve all of these and clear a barangay of illegal drugs instantly,” said Canieso.

But the ICPO will work double-time to comply with all of DDB requirements, he stressed.

On Friday, President Duterte branded slain Ilonggo couple Melvin and Meriam Odicta as top distributors of illegal drugs in Iloilo.

“The Odicta couple, who were executed somewhere in (Aklan), they were running the show on the Western (Visayas) side,” Duterte said.

 

Odicta and his wife were killed by still unidentified gunmen at the jetty port in Barangay Caticlan, Malay, Aklan on Aug. 29, 2016 a few days after meet with Interior and Local Government secretary Ismael Sueño in Camp Crame, Quezon City to clear their names./PN
