MANILA – In front of kid scouts aged 4 to 6 years old, President Rodrigo “Rody” Duterte on Monday criticized Sen. Francis Pangilinan for lowering the age of criminal responsibility to 15.
Duterte was referring to the Juvenile Justice and Welfare Act of 2006 which was authored by Pangilinan, exempting children 15 years of age or under from criminal liability.
The present law, according to him, allows “5 to 6” generations of criminals.
“They are released on the same day irrespective of the gravity of offense,” the former mayor said in a speech before the members of the World Scout Organization of the Philippines.
The law, he also said, makes it harder for the government to fight crimes, particularly illegal drugs.
“I don’t know why [the senator] keeps winning the election. Ayoko ko lang makipag-away kasi kaibigan ko,” Duterte said.
Meanwhile, the tough-talking President, who was formally installed as Chief Scout of the Boy Scouts of the Philippines on Monday, urged the scouting movement to “continue to pursue and aspire for what is right, good and just.”
In the House of Representatives, House Speaker Pantaleon Alvarez, an ally of Duterte, filed a measure seeking to lower the minimum age of criminal responsibility from 15-years old to 9-years old./PN
