ILOILO City – A high-value drug target in Capiz and an associate were shot to death in Barangay Tuburan, Zarraga, Iloilo.

Charles Lubao and his companion identified only by his alias “Kimboy”, both residents of Roxas City, resisted arrest yesterday, according to the Iloilo Police Provincial Office (IPPO).

Lubao pulled out a pistolized M16 rifle and tried to shoot the undercover police officer who bought from him a sachet of shabu for P500, said Senior Inspector Robert Pancha, team leader of the IPPO’s Provincial Drug Enforcement Unit (PDEU) that subjected the suspect to a buy-bust.

The policeman’s backup fired shots at Lubao. The suspect was hit on the chest.

A few meters way from Lubao, Kimboy tried to lob a grenade at the policemen, said Pancha. The cops            gunned him down, too.

“Our men had no choice but shoot them. The suspects were armed with a gun and a grenade. We still have to know the real name of Kimboy,” Pancha told Panay News.

PDEU recovered 21 more sachets of shabu from Lubao. From Kimboy, they found two big sachets of shabu.

Lubao was a subject of an antidrug operation of the Capiz police just this April 3 but managed to escape, according to Senior Superintendent Samuel Nacion, Capiz police director.

He described the suspect as a high-value target of the Capiz Police Provincial Office.

Lubao formed his drug group just this February, said Nacion, citing police intelligence sources.

Nacion’s men tried to entrap Lubao around 10 p.m. Monday last week in Barangay Tiza, Roxas City.

Lubao was able to escape together with another suspect; they fled in a Toyota Innova, said Nacion.

But one of the suspects’ companions was arrested. Nacion identified him as Manuel Roxas.

The Innova, meanwhile, was recovered in Carles, Iloilo, said Nacion.

“Lubao fired shots at our men while fleeing onboard the Innova. From Roxas City he hid in Iloilo City until he was gunned down in Zarraga,” said Nacion.

The deaths of Lubao and Kimboy came just days after the Police Regional Office 6 (PRO-6) reminded police units to step up antidrug operations.

Policemen performing poorly in Oplan Double Barrel Reloaded may be sacked, warned Chief Superintendent Jose Gentiles, PRO-6 director.

“Hindi po malayo na tatanggalin po natin sila. Performance is required from each one of us,” Gentiles told journalists.

He ordered his men to continue with the house-to-house visits and warn suspected drug personalities to stop their illegal activities.

“Ang target talaga natin, ‘yung mga police stations natin makakahuli. Although ‘yung paghuhuli requires a focused effort,” said Gentiles./PN
