ILOILO City – Eighty-five percent those caught violating the curfew imposed on minors in this city were boys, according to the Task Force on Morals and Values Formation (TFMVF).
From March 15 to May 5, the task force apprehended 286 violators and 207 of them were boys, according to TFMVF head George Duron.
Boys were risk takers, he explained.
Duron, however, believed the curfew on minors appeared effective in reducing incidents of violence among youth gangs.
Prior to revitalizing the curfew ordinance on minors in March this year, the city government was being bugged with incidents of gang violence.
Duron said most of the curfew violators were caught in the City Proper.
He urged barangay officials and tanods and as well as parents to help TFMVF and police enforce the curfew.
Regulation Ordinance No. 2016-230 set the curfew hours from 10 p.m. to 4 a.m.
Minors caught roaming the streets during curfew hours are apprehended and endorsed to the City Social Welfare and Development Office (CSWDO), which in turn is responsible to turn over the youngsters to their parents or guardians.
Minors are also prohibited from selling or vending whatever items (including food and beverages) even with the presence of their parents or guardians, and it is unlawful for business establishments to admit minors within their premises during curfew hours.
Under the curfew ordinance, any violating business establishment shall be meted with the following sanctions:
* first violation – written notice of warning
* second violation – imposition of a P5,000 fine
* third violation – closure of the establishment for three days
* fourth violation – closure of the establishment for five days
* fifth violation – revocation of business permit./PN
