ILOILO City – The Sangguniang Panlungsod (SP) has adopted the report of Councilor Jeffrey Ganzon’s committee on police matters recommending the inclusion of motels, lodging houses and similar establishments in the ordinance requiring high-risk establishments to install closed circuit television (CCTV) cameras.

Next week, the SP is expected to introduce the amendment to Article 3 of Regulation Ordinance No. 2011- 307 proposed by Councilor Ely Estante.

“The CCTV cameras should be of high quality,” stressed Ganzon.

Estante pressed for the amendment after the court dismissed early this year the case for violation of the CCTV ordinance filed by the city government’s Task Force on Morals and Values Recovery against Moonlight Lodge in Arevalo district where a 15-year-old girl was found dead in June 2016.

According to the court, the ordinance did not cover lodges, inns and similar establishments.

When the ordinance was still being deliberated a few years back, the inclusion of these establishments was considered but their operators protested. They warned of the adverse effects of the proposal to their businesses and a possible violation of their clients’ privacy.

The times have changed, said Estante, and citing the crime at Moonlight Lodge last year, “necessity na, need na butangan sang CCTV.”

“Of course, we respect the people’s right to privacy. Ang ginalagas ta ‘ya nga ma-prevent ang crimes inside these establishments,” said Ganzon./PN
