ROXAS City – The Catholic Church opposed the future operation of the Small Town Lottery (STL) in Capiz.

Philippine Charity Sweepstakes Office (PCSO) chairman Jose Jorge Corpuz said the Five Star Gaming and Entertainment Corp. is set to operate on Aug. 9 after it was awarded an STL franchise.

Monsignor Cyril Villareal, vicar general of the Archdiocese of Capiz, said no public consultation happened.

“We were shocked. All forms of gambling are morally unacceptable, and worse, they target the poor,” he said.

On July 20, Corpuz went to this city and conducted dialogues with local officials and the Capiz police at San Antonio Resort.
Capiz is the only province in Western Visayas without STL operation, Corpuz said.

“I expect that the provincial government will issue a certificate of no objection on STL operation,” the PCSO chairman said.

If not, Corpuz said PCSO will “continue to operate in accordance with its mandate even without a certificate of no objection from the province.”
Vice Gov. Esteban Contreras said they will consult the public about the operation.

“STL is a quota-based numbers game. It requires an authorized agent, like the Five Star Gaming and Entertainment Corp., to remit P15 million a month to the PCSO,” a local government consultant said./PN
