MANILA – A bill at the House of Representatives requires government officials to use public transportation at least once a month during rush hours on their way to work and business functions.

Occasionally riding public transport would be their way to “maintain compassion for the Filipino people,” stated House Bill No. 6195 filed by Rep. Neil Abayon of Aangat Tayo party-list.

Covered by the bill were national and local elected and appointed public officials and civil servants, whose ranks are equivalent to division chief or department secretary.

Among the public transportation mentioned in the bill were buses, trains, light rail, taxis and transport network vehicle service, public utility jeepneys, and tricycles, and economy class for air travel.
The president, vice president, Supreme Court chief justice and justices, and officials involved in security threats and concerns were exempted.

The Philippine National Police, the Armed Forces of the Philippines and the Presidential Security Group were tasked to draft the implementing rules and regulations.

“Public service requires empathy and concern for the people,” the bill stated. “Public service improves when it is rendered with empathy and compassion.”

Moreover, “public service requires living modestly and does not mean entitlement to perks, such as business-class and first-class accommodations with airlines,” the party-list representative added./PN
