KALIBO, Aklan – After more than a year when it was re-filed, the Aklan redistricting bill is still stalled at the House committee level.

Rep. Carlito Marquez re-filed House Bill No. 4670 before the House of Representatives on Dec. 13, 2016.

The bill seeks to reapportion the province’s 17 towns into two congressional districts.

The proposed first district is composed of Kalibo, New Washington, Banga, Batan, Altavas, Balete, Libacao, and Madalag with a total population of about 297,318.

The proposed second district, on the other hand, is composed of Buruanga, Malay, Nabas, Ibajay, Tangalan, Makato, Numancia, Lezo, and Malinao with a population of about 277,505.

The populations in two proposed congressional districts were based on the 2015 census of the government.

The “stagnant” development of the redistricting bill is drawing frustration among local politicians in the province, especially Marquez.

In 2015, the Senate failed to pass the Aklan redistricting bill during the final days of the legislative session before the deadline of the filing of candidacy for the May 2016 local elections, the reason that the bill was re-filed.

Marquez said the Sangguniang Panlalawigan, League of Municipalities of the Philippines and the Liga ng mga Barangay of Aklan support the additional seat in Congress if ever the bill gets approved. (Aklan Forum Journal/PN)
