ILOILO City â Western Visayans should be more active in governance for the faster implementation of government programs, according to the Office of Participatory Governance under the Office of the Cabinet Secretary.
At the recent regional launching of âBiyaya ng Pagbabagoâ program at the Guimaras State College Gym in Buenavista, Guimaras, Undersecretary Joselito Libres of the OPG said the public should be more involved and collaborate with national government agencies and local government units.
âSa konsepto ng participatory governance, dapat pag nandoon ang ating gobyerno, nandoon din ang malaking bahagi ng mga mamamayan. Ang mamamayan ay mayroong karapatan sa pakikilahok sa pamamahala sa gobyerno,â he said.
The âBiyaya ng Pagbabagoâ initiative was in response to President Rodrigo Duterteâs call to create a better and more developed country for Filipinos.
âAng kahirapan ay gusto nating masolusyunan sa pamamagitan ng âBiyayaâ,â said Libres.
The program particularly seeks to achieve three key objectives:
* for government services to become âmore responsive, adequate, timely and effectively delivered to those that need them the mostâ
* for citizens to be more proactive and communities more empowered in âparticipatory governance and in inclusive economic developmentâ
* for a âwhole of governmentâ sector and area-focused poverty alleviation strategy to be fully operationalized.
âAng sinasabi nating biyaya ay makakamit âyan, masisiguro nating makukuha kung tayong mamamayan ay kikilos. Hindi pwedeng maghintay lang na mahulog sa langit ang mga biyaya at baka somewhere hindi natin makamit,â he said.
The venture is also in line with the administrationâs promise to empower Filipino families and, subsequently, to meet the Philippine Development Plan (PDP) â2017-2022 target of reducing poverty from 21.6 percent to 14 percent by the end of the Presidentâs term.
Participating agencies for the âBiyaya ng Pagbabagoâ include the Cooperative Development Authority; Housing and Urban Development Coordinating Council; National Anti-Poverty Commission; National Commission on Indigenous Peoples; National Commission on Muslim Filipinos; National Food Authority; National Youth Commission; Presidential Action Center; Philippine Commission on Women; Philippine Coconut Authority; Presidential Commission for the Urban Poor; and Technical Education and Skills Development Authority.
