Gunman rats on policeman in Concepcion slay

ILOILO City – The suspected gunman in the shooting of an employee of the local government unit of Sara, Iloilo confessed to the crime.

The 21-year-old Edmar Camangyan of Barangay Preciosa, Sara, however, insisted he was merely taking orders from Sara police station’s Police Officer 2 Keven Piosca whom the National Bureau of Investigation (NBI) and Concepcion, Iloilo police tagged as the mastermind.

Piosca and Camangyan were charged yesterday with murder for the death of Mae Luzuriaga, a 53-year-old accounting officer at Sara’s Municipal Engineering Office.

Luzuriaga was shot at Nory’s Refreshment in Barangay Poblacion, Concepcion around 5:45 p.m. Thursday last week.

The Concepcion police and NBI also charged with murder at the Iloilo Provincial Prosecutor’s Office, Chief Justice Ramon Q. Avanceña Hall of Justice, Luzuriaga’s friend and office colleague Ramona Magbanua, and a certain Toto.

According to Camangyan, Piosca threatened to kill him if he won’t cooperate with the policeman’s plan against Luzuriaga.

He also claimed the gun he used to shoot the victim came from an errand boy of Piosca he only identified as Toto.

Piosca, Camangyan and Magbanua were presented to the media yesterday. Toto remained at large and his whereabouts unknown.

Piosca issued a sweeping denial. He dismissed reports that he and Luzuriaga were lovers but admitted knowing her.

“I’m innocent. I never told anybody to kill her. I will not gamble my career over a crime,” Piosca said.

The policeman denied he owed Luzuriaga P1 million nor was Camangyan a friend though he said the young man was familiar to him as an employee of a machine shop near the Sara police station.

According to Chief Inspector Abner Jordan, Concepcion police chief, they included Magbanua in the charge as accessory to the crime.

But considering the statements Magbanua issued that proved helpful to the police and NBI, she may be used as state witness “to make the case against Piosca and Camangyan stronger,” said Jordan.

According to the police chief, Piosca utilized Magbanua to lure Luzuriaga to go to Concepcion where the crime was carried out.

Magbanua confessed to knowing Piosca’s plan and played along with him because the policeman threatened to harm her and her children.

But she denied luring Luzuriaga to go to Concepcion.

“Wala ko naghagad sa iya. Siya ang naghambal sa akon nga malagaw kami sa Concepcion kay manukot siya sa nag utang sa iya,” said Magbanua.

According to Jordan, “(Magbanua) was the one feeding Piosca with information about their location in Concepcion.”

“The plan was to rob and kill the victim but Camangyan may have panicked. He either forgot to take Luzuriaga’s bag or got cold feet after shooting the victim that he decided to just leave quickly without taking it,” said Jordan.

Magbanua said she regretted keeping silent on Piosca’s plan.

“I’m sorry. I was so afraid that Piosca would kill my family,” she told Panay News.

According to Magbanua, on Jan. 10 the victim told her she intended to collect the money Piosca owed her because her son was coming home.

Piosca refused to pay, said Magbanua.

Magbanau claimed Luzuriaga gave Piosca P700,000 on Jan. 8 as capital for the policeman’s rice  business.

She said Piosca told her not to tell anyone, most especially Luzuriaga’s family, that he borrowed money from the victim.
