BACOLOD City – City councilors asked the local police to strictly adhere to the rule of law as they conduct antidrug operations under new guidelines.
All 10 station chiefs under the Bacolod City Police Office (BCPO) must exercise command responsibility, the Sanggguniang Panlungsod said in a resolution addressed to Senior Superintendent Francisco Ebreo, BCPO head.
Police operations will now be under close scrutiny by the Interior department and the National Police Commission (Napolcom), said Councilor Sonya Verdeflor, author of the resolution approved on Wednesday.
“Among the coordinating instructions embedded in the (new) guidelines is the observance of command responsibility of every unit commander in closely monitoring the undertakings of their subordinates in the conduct of anti-illegal drug operations,” Verdeflor said.
The Interior department and the Napolcom are making sure “allegations of human rights violations [by] police officers involved in anti-illegal drug operations will be a thing of the past,” she said.
According to Verdeflor, Interior secretary Eduardo Año was also demanding for more accountability from police officers, with their salaries doubled.
“They should shape up or ship out,” the councilor said, quoting Año. “The 100-percent increase in salary also means the PNP (Philippine National Police) should double their efforts in weeding out the bad eggs in the police organization.”/PN
