THE Kapayapaan Campaign for a Just and Lasting Peace calls for the immediate release of Rafael Baylosis, National Democratic Front of the Philippines (NDFP) consultant on socioeconomic reforms and long-time advocate of the rights of the toiling masses of peasants and workers.

Ka Raffy’s long years of working with peasant and labor organizations, and decades of dedicated work in  the progressive movement enabled him to substantially contribute to the drafting of the Comprehensive Agreement on Socio-economic Reforms (CASER), which precisely aims to solve the roots of the country’s armed conflict.

CASER not only advocates for the dismantling of monopolies in land ownership and the development of domestic industry, it also lays down sound fiscal and trade policies to address our perennial budget deficit and the national debt crisis. These are very sound, implementable proposals that will surely lift our country from the quagmire of poverty, indebtedness and chronic crisis.

Baylosis was also a long time consultant of the Kilusang Mayo Uno (KMU) who helped labor unions with his in-depth knowledge and insights on Philippine labor and human rights laws. He was a genuine peacemaker, instrumental in forging unities among various organizations and individuals of various political persuasions on issues related to Philippine sovereignty, social justice and democracy.

There is no basis for arresting Baylosis and his companion. Moreover, there is simply no basis for government’s adamant refusal to resume the peace negotiations.
