ILOILO City – On Valentine’s Day two New People’s Army (NPA) rebels found the heart to surrender voluntarily to the police in Capiz.

Arnold “Ka Peter” Delos Santos was a 23-year-old resident of Barangay San Antonio, Cuartero, Capiz while Richard “Ka Rowel” Mariano, 28, was from Barangay Aglimucon, Maayon, Capiz.

Around 10:30 a.m. yesterday both showed up at the Maayon police station.

“They said they wanted a new life. They were tired of running away from government forces,” said Senior Superintendent Samuel Nacion, director of the Capiz Police Provincial Office.

The two men joined the NPA in 2016 and operated in parts of Capiz and towns in Iloilo’s 5th District (Lemery, Barotac Viejo, Sara, and San Rafael).

“Perhaps they’re suffering from hunger in the mountains so they decided to surrender,” said Nacion.

Delos Santos and Mariano, however, did not bring firearms or explosives when they surrendered.

“They are now under interrogation for documentation and verification,” said Nacion.

He also believed the rebel movement in Panay Island has started feeling the pressure of government forces.

The Duterte administration is bent on wiping out the NPA in Panay before 2018 is over, according to former Armed Forces chief of staff Eduardo Año during a visit to Iloilo City in November last year.

The Philippine Army’s 3rd Infantry Division based in Jamindan, Capiz is creating a new battalion to address the insurgency in Panay Island.

Año urged rebels to better surrender peacefully. The government has a reintegration program that includes housing and livelihood, he said./PN
