BACOLOD City – The Office of the Building Official (OBO) is urged to make sure that the parking space requirement under the National Building Code is being followed in the city.
Councilor Caesar Distrito crafted a resolution that the city council approved last week requesting OBO to do such.
Section 301 of the National Building Code states that “no person, firm or corporation, including any agency or instrumentality of the government shall erect, construct, alter, repair, move, convert or demolish any building or structure or cause the same to be done without first obtaining a building permit.”
Under the Code, permit applicants must comply with the standard requirements on zonings and land use, lines and grades, structural design, sanitary and sewerage, environmental health, and electrical and mechanical safety.
According to Distrito, one of the important requirements of the Code is the establishment of parking spaces as part of infrastructure development plans in the city.
“The local government is mandated to also look into the needs of the car owners for parking, especially considering that prolong search for parking spaces also entails disturbance of traffic flow on national roads,” he added.
Distrito said vehicles parked along roads contribute to traffic congestion in the city.
The councilor attributed this to the “constant increase” in the number of vehicles plus the unavailability of parking spaces in Bacolod.
“Aside from the lack of security and the unending traffic gridlock, prohibited parking of vehicles also puts the safety of the pedestrians at high risk and thus, may cause unprecedented traffic accidents,” said Distrito./PN
