ILOILO City – When a new set of officials takes over the village council after barangay elections, there appears to be no proper turnover of barangay properties and records, according to the Department of the Interior and Local Government (DILG).
Because of this, DILG deemed it necessary to issue Memorandum Circular 2018-12 ordering barangay councils to conduct a property inventory, said Assistant Undersecretary Jonathan Malaya who was here on Monday.
Incoming barangay officials are usually clueless on the status of their village council’s properties and finances, among others, because there is no proper turnover of records, lamented Malaya.
Because the May 14, 2018 barangay election is fast approaching, Malaya said barangay councils should start conducting the inventory now.
Those who fail to submit an inventory may be charged with violating government auditing rules, warned, Malaya.
“Inventory is required by government accounting and auditing rules. Not doing so is neglect of duty,” he said.
Under Memorandum Circular 2018-12, the barangay inventory team must be composed of the barangay captain as chairperson, two barangay councilors, secretary, treasurer and two representatives from civil society organizations or faith-based organizations.
The Commission on Audit and the DILG must be furnished a copy of the inventory.
DILG has templates of the documents for inventory so it will be easier for barangay officials to identify the property of the barangays, said Malaya.
If there are lost documents or properties, then the outgoing officials have to explain. (With a report from the Philippine News Agency/PN)
