ILOILO City – All barangays must use their Sangguniang Kabataan (SK) funds for this year, according to the Department of the Interior and Local Government (DILG).
Otherwise, their Annual Development and Youth Investment Plan may not be approved, said DILG-Iloilo City director Ferdinand Panes.
“Unfortunately, almost all – if not all – [barangays] have underutilized SK funds,” Panes said the other day.
According to Panes, the lowest SK fund utilization rate was at 9 percent while the highest was more or less 80 percent. Average fund utilization rate was within 30 to 40 percent.
The DILG central office ordered its field offices to monitor the SK fund utilization, Panes disclosed.
He said the department may be planning to make adjustments to the SK share, currently 10 percent of the barangay’s annual budget.
Treasurers and secretaries must “see to it that the Annual Development and Youth Investment Plan is utilized for the whole year of 2018,” Panes said.
Panes said he learned that barangays were facing difficulties with the “stringent rules” in using the fund but insisted that “the guidelines for utilization [are] very clear.” In fact, he said, a suggested menu of activities and programs has been provided to the villages.
Some barangays were using the SK fund for infrastructure projects – which the government discourages. “You deprive your youth of the services intended for them,” he told villages.
The last SK election was held in 2010. Without a new set of SK officials, the DILG and the Commission on Elections formed the Task Force on Youth Development, which comprises select youths in the barangays.
Working under the Committee on Women and Family, the task force approves the programs for the SK. Their budget is deposited in an SK trust fund. (PNA)
