MANILA – The Department of Trade and Industry (DTI) has suggested a phase-by-phase closure of Boracay Island.
According to Senior Deputy Executive Secretary Menardo Guevarra, DTI submitted a memorandum on the proposed closure of the world-famous island resort for rehabilitation separate from the recommendation of the Department of Environment and Natural Resources (DENR), Department of the Interior and Local Government (DILG) and the Department of Tourism (DOT).
“(DTI said) the closure can be done in phases because of the move’s adverse effect on businesses and livelihood in the area,” said Guevarra.
DENR, DILG and DOT proposed to shut Boracay down for a six-month rehabilitation starting April 26. On Monday, the Palace asked from them a more detailed plan after they submitted a two-paragraph letter recommendation only.
Guevarra confirmed yesterday that the three departments immediately submitted to Malacañang a more detailed proposal.
This may be taken up during the Cabinet meeting today with President Rodrigo Duterte, according to Guevarra, adding that the three departments must justify their proposal.
“I think, (the) two-paragraph letter of recommendation…would appear to be a total ban…that’s why we asked for, you know, some qualifications,” Guevarra said.
Regarding DTI’s justification for a phase-by-phase closure recommendation, Guevarra said the Office of the President would look into them too.
“The economic impact on the island and the people residing and working there have to be considered by the President as well; not only the environment but also people, their livelihood, businesses, all of these will have to be taken into account,” said Guevarra.
He described the closure of the island as a “sacrifice” that had to be made.
“It’s too bad that there are certain short-term effects, some sacrifices that have to be made. But we must not lose sight of the fact that this is for the long-term,” said Guevarra./PN
