Follow checkpoint rules, police told

ILOILO City – Policemen must strictly observe the guidelines when operating checkpoints, according to the Commission on Elections (Comelec).

A strict adherence to the guidelines would save the police from accusations of harassment or violating human rights, said Comelec commissioner Rowena Guanzon.

The Philippine National Police (PNP) has ordered checkpoints nationwide to keep the synchronized barangay and Sangguniang Kabataan peaceful.

The elections are on May 14. The election period started on April 14 and would end on May 21.

The campaign period is from May 4 to May 12.

In 2012 the PNP came out with the following checkpoint guidelines:

* Checkpoints must be well-lighted, properly identified and manned by uniformed personnel.

* Upon approach, slow down, dim headlights and turn on cabin lights.

* Never step out of the vehicle.

* Lock all doors of vehicles during inspection since only visual search is allowed.

* Never submit to physical and body search.

* Motorists are not required to open glove compartment, trunk or bags.

* Be courteous but firm in answering, assert your rights, have presence of mind and do not panic.

* Keep your driver’s license and car registration handy.

* Be ready to use your mobile phones at any time; speed dial emergency numbers.

* Report violations immediately.

Between April 14 to 27, police checkpoints across the region managed to intercept 33 firearms from 24 individuals.

The police is also enforcing an election gun ban from April 14 to May 21./PN
