MANILA – Sen. Nancy Binay wants to have Presidential Communications Assistant Secretary Mocha Uson as one of the resource persons in the next Senate hearing on the proposed Charter change (Cha-cha).

Binay recommended that Uson present the content of her campaign on federalism and the plan to amend the 1987 Constitution.

The Consultative Committee – the body President Rodrigo Duterte formed to review the Constitution – earlier announced that it will tap Uson to help in the government’s information campaign on federalism.

“In light of the plan of the DILG (Department of the Interior and Local Government) and the Consultative Committee to have … Uson as the lead evangelist of the federalism caravan, siguro mas maganda kung mai-invite ni Sen. (Francis) Kiko (Pangilinan) si [Uson] as one of the resource persons sa kanyang committee para mag-present sa Senado,” said Binay.

“We want to hear how she would articulate or interpret the salient points of the proposed federal charter and explain to the people how a shift in the form of government could move the country forward,” the senator added. “Dagdag na rin ang kanyang iba pang concept or idea sa information campaign using social media.”

Filipinos need to understand Duterte’s federalism initiative, Binay said as she encouraged more public debates on the proposed shift in the form of government.

“How the messenger relays the message is important. Clarity and knowledge about the subject are equally important elements,” said Binay. “It is also a matter of providing the people options … an informed choice for them to genuinely know what’s good and bad about changing the form of government.”

Malacañang said P90 million has been earmarked for the information drive on the proposed federated government./PN
