The Powers and Duties of the President
The President shall supervise the Ministry of National Defense, the Ministry of National Affairs and the Ministry of National Identity, Culture and Education.
* He shall also have powers over Authorities that maybe created and are related to the Ministries mentioned above. However,
* The President will no longer be able to appoint the following: the Members of the Judiciary, the Members of the Commission on Audit, the Members of the Commission on Elections and the Civil Service Commission.
* The President is also relieved of his power to suspend and dismiss high officials in the local government. Dismissals can only be done through impeachment proceedings.
The Powers and Duties of the Prime Minister
The Prime Minister shall have jurisdiction over all other Ministries of the Federal Government, related to the domestic and economic problems and such Authorities that may be created under such Ministries.
* The Prime Minister will also participate in the preparation of the program of government to be submitted annually and from time to time to Parliament.
The Powers and Duties of the Speaker of the Parliament
* The Speaker of the Parliament shall preside at all meetings of the Parliament and direct its affairs.
* As a member of the Collective Leadership, he shall decide all conflicts of jurisdiction between the President and the Prime Minister.
On the Salaries of the Members of the Collective Leadership
Each member shall receive a salary that may not be over 15 times the minimum wage paid by the Federal Government. However, the members of the Troika are entitled to official residences. Meanwhile, Ministers of the Executive Powers cannot receive salaries that are more than 14 times the minimum wage.
OTHER POINTS REGARDING FEDERAL GOV’T
On Jurisdiction: The Federal Government shall be vested with the exclusive jurisdiction over the delimitation of boundaries of each State. Conflicts and doubts over jurisdiction between the Federal Government and any of the States shall be handled by the Constitutional Tribunal en banc or in division depending on the seriousness of the controversy.
On the Election of the Troika: The members of the Troika or Collective Leadership in the Federal Leadership shall be elected by the Parliament, and not by direct voting of the people. The election will be by secret ballot, similar to a Papal Conclave and by a majority vote of all the members of the Parliament.
The election shall take place at the beginning of the administration of six years. Each party represented in the Parliament with not less than 10% of its members shall nominate three candidates for President. By a process of elimination, and subsequent voting, the one receiving the highest number of votes with a majority shall be proclaimed President.
On Succession in the Troika: In case of death or incapacity of the President, the Minister of Foreign Affairs shall sit as the Acting President.
In case of death or incapacity of the Prime Minister, the highest ranking Minister under the Prime Minister shall sit as the Acting Prime Minister.
In case of death or incapacity of the Speaker of the Parliament, the Chairman of the Ranking Committee in the Parliament shall sit as the Acting Speaker. (To be continued/PN)
