ILOILO City – Village officials must comply with the local government’s “full disclosure policy” or risk not getting their P5,000 performance enhancement incentive, or PEI.
There is no specific gauge of the performance of barangay and Sangguniang Kabataan officials, said Atty. Ferdinand Panes, director of the Department of the Interior and Local Government’s Iloilo City office.
Instead they will be required to comply with the full disclosure policy, which mandates the posting of financial documents on bulletin boards and other conspicuous places, Panes said.
Such financial documents include their annual budget and details of their procurement for the quarter and use of their Internal Revenue Allotment.
The City Accounting Office will require barangays to submit a certification from the local Interior department office indicating that they have complied with the full disclosure policy as they seek their PEI.
In the first place, all local officials are required to comply with the full disclosure policy, Panes said. Noncompliance entails administrative liabilities, he noted.
Qualified for the PEI are barangay captains, secretaries and treasurers and Sangguniang Kabataan chairpersons. (With PNA/PN)
