BACOLOD City – Councilor Caesar Distrito justified why they approved the P2.035-billion supplemental budget on the last working of 2018 following criticisms hurled against the city council on social media.
Netizens questioned why the Sangguniang Panlungsod (SP) rushed the budget’s approval by conducting a special session on Dec. 28.
Distrito – chairman of the SP Committee on Laws, Ordinances and Good Government – explained that the supplemental budget was for 2018 programs that needed to be audited by the Department of Budget and Management.
Some of these programs have already been implemented yet some were still pending.
“We had our special session just to approve the summary of all appropriation ordinances that we approved other than the annual budget,” said Distrito.
The supplemental budget – sourced through loans and from the city budget – totaled to P2,035,942,699.82.
Sourcing these funds was institutionalized through Appropriation Ordinances Nos. 04, 06, 07, 09, 10, and 11 series of 2018./PN
