Your 3-minute shot to glory, 3rd of 3 parts

WE ARE looking for a New Voice.

Strange to say that considering it’s a Silent Film competition.

But precisely that, “We are the Voice of those who do not have a Voice.”

Or those looking for their voice.

Or those just finding their voice.

A new voice for cinema.

Not joking: I really had the deaf and mute in mind when I designed this contest and film fest.

*

Which is again to say, this is an open themed film competition.

You can make a movie on any subject, or topic, you want.

Porn?

Bring it on.

Incest, bestiality, violence, gratuitous sex — fine.

Info commercial, dogmatic teaching, first-aid class, educational, children’s nonsense — go ahead.

They’re unlikely to win.

But if it’s the only entry received, it will get the prize.

*

G, PG, PG-13, R, NC-17, R-18, X are meaningless to me.

These ratings are for idiots.

In most likelihood, our films will not get a big market distribution.

We might even be the smallest traveling film fest in the world.

But, if your film is so good, we will move heaven and earth to promote it.

But while making your film for our contest, do not think of ratings.

Do not sacrifice your vision for public acceptance and approval.

I’m not afraid of porn, or whatever you call it, if you make it.

The only requirements for a film to win is that:

It is submitted/entered to the competition on time. (June 30 deadline)

It follows the rules, and guidelines. (150 to 180 seconds running time, silent, mp4 format)

It is deemed beautiful, original, creative, artistic, life changing by a jury of at least 3, but not more than 12.

*

In another scenario, based solely on my discretion (you can call it whim), I might increase the jury to a maximum of 24.

Because if the entries are truly outstanding, I think a bigger jury would be more helpful.

But I’ll decide that after I see the quality of entries.

And before any jury sees anything.

*

The jury.

You need not concern yourself with the jury composition at this time.

So far, The PSNF International Film Festival looks, and smells, very unconventional.

So yeah, the jury will be unconventional in its composition.

There will be no need for the Audience Choice Award, or Special Jury Prize.

Because sitting in the jury will be your representative audience, your film educated jurors, who need not give a special prize for their collective fart.

*

The jury’s role is only to select the Best Film.

Find the needle in the haystack.

The diamond in the pile of crap.

Of course, I’m hoping for the brightest diamond in the heap of diamonds.

And I’m hoping it is not wishing too much.

So yeah, the winning film might not be the most perfect diamond, but if it’s the brightest…

*

Don’t be surprised if there’s a lavandera, or a trisikad driver, in the jury.

I think they should also have a say in what makes a beautiful film.

Oh, did I forget to tell you that I don’t believe in jury deliberations?

WTF is that?

Jurors trying to change another juror’s decision/convictions over coffee and refreshments?

So, yeah. This film competition is a democracy.

Popularity vote among jurors.

If 2 jurors out of 3 say you are the best, you win.

If 7 out of 12 favors you, you win.

*

I break the tie in the event of the jury’s complete stalemate, which seldom happens in The PSN Foundation contests (writing and visual arts).

In fact, Peter’s Prizes awarded in the past, have mostly been unanimous decisions.

Which means, you can trust my choices and judgment in my selection of jurors.

Look again, people have faith in the integrity of The Peter’s Prize.

You should, too.

Because I plan to keep it that way.

*

What happens to your films?

You retain all rights to your films.

But the Best Picture will be co-owned by The PSN Foundation.

That will give us the right to market, and promote, your film.

Don’t worry, my Foundation is never interested in the money meant for you.

The Foundation gives money to, not take away from, artists.

*

After you win the 2019 Peter’s Prize for Film, we can draw a contract.

You can dictate your terms.

But that co-ownership clause is not negotiable.

I mean, your win is part of art history in the Philippines!

It’s the first Best Film of the Peter’s Prize.

*

The other 29 or 39 selections, they can decide if they want their non-winning films screened all over the world, or not.

I’m easy to talk to.

I don’t force people to eat their broccoli, even if I know it is best for them.

There.

Now, go make movies!

But make them 3-minute, and silent! (500tinaga@gmail.com/PN)
