ILOILO – From January to June 2019, 162 trucks transporting quarry materials – sand and gravel – were apprehended for overloading and other violations, according to the Provincial Environment and Natural Resources Office (PENRO).
The other violations pertained to the following: no delivery receipt, incompletely filled-up delivery receipt, tampered delivery receipt, open-dated delivery receipt, and misdeclaration of cargo.
According to Engineer Norman Perez of PENRO’s Mines Division, the apprehended trucks were fined a total of P510,000.
PENRO’s Task Force on Overloading did the apprehending in coordination with the local police.
Most of the trucks were caught in the following towns: Zarraga (34), San Miguel (24), Cabatuan (16), Pavia (14), and Sta. Barbara (12).
Under Provincial Ordinance 2017-45, also known as the Anti-Overloading Ordinance of Iloilo Province, violators are fined with the following:
* first offense – P1,000
* second offense – P3,000
* third offense – P5,000
Drivers or operators of the apprehended trucks are required to pay their fines at the Provincial Treasurer’s Office.
On the other hand, their quarry materials are forfeited in favor of the local government units where they have been apprehended.
The collected fines are shared by the following: provincial government (30 percent), police (30 percent), and municipalities and barangays were the quarry materials were taken (20 percent each).
The load limit for quarry materials being transported depend on the type of truck carrying them.
For six-wheeler trucks:
* with ordinary earth – nine cubic meters
* sand and gravel – eight cubic meters a
* basalt and limestone – four cubic meters
For 10-wheeler trucks:
* ordinary earth – 13 cubic meters
* sand and gravel – 11 cubic meters a
* basalt and limestone – eight cubic meters/PN
