In pursuit of ensuring effective environmental governance of the region’s Environment and Natural Resources (ENR), the Department of Environment and Natural Resources Region 6 (DENR 6) through its Human Resource Development Services (HRDS) and the Enforcement Division (ED), has conducted a five-day roll out training of the ENR Academy course to frontliners in the province of Antique.
Enforcement Division chief June Melissa C. Garol and HRDS chief Pacita “Citcit” V. Botavara were the course facilitators for the complete roll out of the Frontline and the Basic Courses, two ENR Academy Courses which were also taught to them when they attended the Training of Trainers of Mobile Training Team for PENROs and CENROs at Carranglan, Nueva Ecija.
“DENR employees, especially the frontliners, must have the competency to enforce and support the law in the implementation of the Department’s programs, projects and activities,” Garol said.
The DENR, by virtue of Department Administrative Order (DAO) 2002-15 (Revising DAO 97-21 RE: Institutionalizing the CENR Management Course in the DENR), is strengthening its field offices with its respective frontline officers to develop, hone and strengthen their leadership skills to effectively communicate the DENR’s vision, mission and goals. The training is also designed for participants to effectively direct, control and advocate its priority programs, projects and activities.
Moreover, the ENR Academy Courses roll out also aims to exemplify technical competencies to support and enforce ENR laws.
“We are very thankful that we are now able to train our field officers how to deliver public services in the best way possible. This roll out will capacitate them with knowledge and skills to perform their mandated duties and responsibilities as frontliners,” said DENR 6 regional executive director Francisco E. Milla, Jr.
Upon his field visits in the region, DENR secretary Roy A. Cimatu repeatedly expressed his desire to strengthen the Community ENR Offices (CENROs). “You are the frontliners in the implementation of environment and natural resources programs, and in the enforcement of environmental laws,” he said.
“I have high regard for CENROs in solving the environmental problems in the country,” he added.
The ENR Academy is a specialized competency development program of the Department designed to augment knowledge gaps, calibrate understanding of ENR laws and sharpen proficiencies of all DENR employees especially in the frontline offices and leaders in order to improve service delivery to the public.
The activity was under the direct supervision of DENR 6 RED Francisco E. Milla, Jr. DENR PENRO Antique Management Services Division Chief Lani D. Sardina also graced the event and was attended by 40 frontline personnel from DENR PENRO Antique, CENRO Belison and CENRO Culasi./PN
