Repeal of on-road parking ordinance sought but…

ILOILO City – “Sweeping.”

This was how Councilor Rommel Duron, chairperson of the Committee on Transportation in the Sangguniang Panlungsod, described the proposal of the Public Safety and Transportation Management Office (PSTMO) to repeal Regulation Ordinance 2009-216 that allows on-road parking on certain city streets.

According to PSTMO head Jeck Conlu, on-road parking has resulted to parked vehicles becoming obstructions on streets.

Duron disagreed.

“Ang ginareklamo is road obstruction. Ti once may ordinansa, that is not obstruction anymore, that is legal already,” said Duron.

However, he said, if “ang pag-parking nila not in accordance sa ordinance, ti dakpon nila eh. There is a corresponding penalty man.”

Under Regulation Ordinance 2009-216, on-road parking is allowed on the following streets:

* Calazans Street fronting San Jose de Placer Church – parallel parking on either side

* Ortiz Street – parallel parking on either side

* Aduana Street – parallel parking on either side

* Mapa Street – parallel parking on either side

* Guanco Street – diagonal parking on the left side (across Central Market); right side (Central Market side) absolutely no parking

* Aldeguer Street – diagonal parking on the left side (across Central Market); right side absolutely no parking

* Arsenal Street – parallel parking on either side

* Arroyo Street – parallel parking on either side

* Yulo Street – parallel parking on either side

* Solis Street – parallel parking on either sides

* Rizal Street – diagonal parking on Central market side

* Iznart Street – parallel parking on Central market side

On other roadways or streets not mentioned, parallel on-road parking is allowed subject to the general prohibitions under Article III of Regulation Ordinance 2009-216.

For barangay roads, the ordinance authorized barangay councils to identify by way of barangay legislation parking and no parking areas provided no parking fee or penalties shall be extracted.   

“Why prohibit on-road parking altogether? What’s the intent?  Diin nga city wala on-road parking? Ma-resign ko dayun kon may ara,” said Duron.

It would be better for the PSTMO to specify which streets that allow on-road parking are problematic so their situation could be reviewed, said Duron.
