BACOLOD City – The city government postponed the implementation of home quarantine pass (HQP) system and checkpoints.
There is a clamor from majority of barangay captains, according to Mayor Evelio Leonardia.
He issued Executive Order (EO) No. 58-A deferring the enforcement of the measures from Sept. 3 to Sept. 6.
This will give the city government ample time to complete the distribution of HQPs in the metro’s 61 barangays, Leonardia explained.
“The delay will also allow a longer period of information dissemination to Bacolod residents and to those residing outside of the city,” he said.
Liga ng mga Barangay president Lady Gles Pallen said village officials have not yet completed the HQP distribution thus they appealed to Leonardia to postpone its implementation.
“To our surprise, in the middle of the distribution of HQPs, we were asked to attend to the payout of the Social Amelioration Program grant of our constituents,” said Pallen.
She added that some barangay officials and staff underwent mass testing for coronavirus disease 2019 (COVID-19) on Aug. 28 and Aug. 29. Leonardia revived the HQP system and checkup points in an effort to regulate the movement of people within Bacolod and the entry and exit of out-of-towners to stem the local spread of COVID-19./PN
