Iloilo’s contact tracing app PH’s best COVID initiative

ILOILO – The provincial government’s web-based RIsC-TrAp or Reverse Isolation and Contact Tracing Application was hailed the best among many response initiatives against coronavirus disease 2019 (COVID-19) by provinces in the country.

Developed by the Information and Communication Technology Management Office of the provincial government, RIsC-TrAp bagged first place for “Best COVID-19 Pandemic Response” (provincial category) at the Digital Governance Awards of the Department of Information and Communication Technology (DICT) yesterday.

The application was designed to establish and maintain a database of residents, monitor their travel history and control the entry and exit of persons to and from every barangay.

Barangay residents have to fill out travel declaration cards and the information stated in the cards (contact number; complete home address, and/or place of origin; occupation / employer / complete work address; work / business schedule; destinations; date, time of entry and exit) would be encoded into a database.

The database contains a record of residents working and conducting business in establishments, industries and livelihood sectors as well as the record of persons exiting the barangay and travelling to destinations where there are large number of people such as fishing ports, malls, banks, business establishments, government offices and facilities or a public gathering.

Atty. Suzette Mamon, provincial administrator, represented Gov. Arthur Defensor Jr. during the virtual awarding ceremony, said the system helped the province monitor, check and trace those who have been exposed to COVID-19.

“This is a community-based and grassroots-based application and response. We hope that with this, we will be transitioning into the new normal come next year,” Mamon said.

The provincial government will continue to work with stakeholders in the barangay and municipalities and other agencies in strengthening its response against the pandemic, she added.

On a related development, the town of Mina also won first place in the Best in Business Empowerment Award (municipal level).

DICT’s Digital Governance Awards recognizes LGUs’ best practices in utilizing ICT in the effective and efficient delivery of public services to local communities and business stakeholders.
