BACOLOD City – The City Legal Office (CLO) here has issued a cease and desist order (CDO) against an engineer for a “development project” affecting two barangays.
In an approved order signed by CLO head Joselito Bayatan dated May 25, Andre Taculod was ordered to cease and desist activities along the areas of Purok Mabinuligon II, Barangay Sum-ag and Purok Punta Balas, Barangay Pahanocoy.
In initial facts gathered, especially on the basis of the report/correspondence received by the CLO from Sum-ag punong barangay Rodney Carmona, showed the following developments/activities in the area: the building of a wharf (mini-port) and development of a beach resort.
Have these adversely affected the mangroves thriving in the area? The CLO warned of possible flooding.
“Your operations/business activities are further evaluated under the provisions of City Ordinance No. 318, Series of 2002 (Quarrying Code of Bacolod City); Presidential Decree (PD) 705, (Forestry Reform Code of the Philippines); and Republic Act (RA) 7161, (Revised Forestry Code of the Philippines),” Bayatan added.
On May 19, Carmona sought for the attention of Environment secretary Roy Cimatu./PN
