ILOILO – A travel pass will not be required for emergency cases, drivers and crew of public utility vehicle (PUVs).
Gov. Arthur Defensor Jr. addressed this in a memorandum to the Iloilo Police Provincial Office (IPPO), the municipal/city chiefs of police, local taskforces, punong barangays, and other concerned parties.
Defensor earlier issued Executive Order (EO) No. 175, series of 2021 imposing restrictions on non-essential travel within and into the province of Iloilo.
Here, the governor specified who are and are not required to present travel passes.
Travel for medical emergencies and other crisis responses shall not require travel pass, part of the EO read.
Emergency travel to procure medicines and other similar essential goods is also exempted.
Drivers and crew of public utility vehicles (PUVs) shall not be required travel pass.
Defensor also clarified that travel to this province from Iloilo City, Capiz, Antique, Aklan, Guimaras, Negros Occidental and Bacolod City shall be considered and treated as inter-zonal travel.
From June 4 to 18, only returning residents of this province, Authorized Persons Outside Residence (APORs) and overseas Filipino workers (OFWs) shall be allowed entry to the province.
However, returning residents shall be required any of the following government identification cards:
* Voter’s ID Card issued by the Commission on Elections;
* Philippine Passport;
* Unified Multi-Purpose ID (UMID) Card;
* Postal ID Card;
* Tax Identification Number (TIN) Card; or
* any government issued ID showing proof of residence.
Defensor also detailed the travel pass issuance (those authorized to issue and to whom it would be issued):
1. Government Travel Pass
* For local government units (LGUs) – local chief executive (LCE) or his duly authorized representative shall issue the travel pass
* For other government offices/corporation – head of agency or his duly authorized representative in the municipality/city shall issue the travel pass
2. Company/Employer Travel Pass
* Travel pass shall be issued by the duly authorized officer
* Companies/employers in Iloilo City are earnestly requested to issue travel pass to their employees/personnel residing in the province.
* The “Travel Pass No.” and “Valid Until” (validity) entries in the travel pass shall be filled-up based on the internal procedure of the issuing government office, company/employee and LGU.
3. For APORs:
* APORs from the government shall be required any of the above mentioned valid government ID and travel order/travel itinerary (or travel pass if issued by the office), pursuant to EO 155.
* Non-government APORs shall be required any of the above mentioned valid government ID and company travel order/travel itinerary (or any travel pass if issued by the company/employer), pursuant to EO 155.
* APORs working/doing business in other livelihood sectors (e.g. agriculture and fisheries) shall be required any of the above mentioned government ID and proof of work/business/livelihood such as business permit, title to property, or such other proof of livelihood activity.
* APORs who work in establishments/livelihood sectors open on Saturdays, Sundays and non-working days shall not be required special company/employer travel pass under Section 1 (5) of EO 175.
* Travel for work or business under Section 1 (2) (f) of EO 175 shall include essential transactions with government offices and essential private business transactions (e.g. with banks, insurance companies, payment of bills).
LGUs shall issue LGU travel pass for essential government/business transactions./PN
