CAPIZ – This province, which is under General Community Quarantine (GCQ) with heightened restrictions, is limiting entry into its borders to essential travel only.
Gov. Esteban Evan Contreras issued an order on July 17 establishing checkpoints on Capiz’s borders to restrict interzonal travel into the province from areas with higher quarantine restrictions like Iloilo city and province which are under Enhanced Community Quarantine (ECQ).
This is in accordance with Section 7 of the Omnibus Guidelines on Community Quarantine, he stressed.
Entry to Capiz is limited to essential travel only for the following persons:
* officials and employees of local government units and national government agencies on official travel, subject to the presentation of a valid Travel Order and ID
* employees of private businesses allowed to operate in Capiz, subject to the presentation of a valid Travel Order and ID
* patients for admission to a hospital located in Capiz or passing through to an area outside of Capiz
* medical personnel responding to an emergency or returning home
* cargo vehicles delivering essential goods or merchandise
* persons travelling to an airport or seaport for travel elsewhere, subject to the presentation of a valid ticket
* persons passing through Capiz to another area outside the province, subject to the presentation of an ID showing residence at the area of destination or a valid booking in an accommodation establishment outside Capiz
Meanwhile, all public utility vehicles shall be required to prepare and submit a passenger manifest that shall be surrendered to provincial border control points for contact tracing purposes.
Contreras also ordered that all persons shall be subjected to thermal scanning and must observe the minimum public health standards for travel in accordance with Executive Order No. 22-C and the guidelines set by the Department of Transportation and the Land Transportation Office.
Contreras also prohibited meetings, incentives, conventions, and exhibits (MICE).
Vulnerable sectors such as persons younger than 15 years old and older than 65 years old, pregnant women, persons with weak or compromised immune system, and persons with co-morbidities are required to remain in their residences at all times except for essential and indispensable activities such as the procurement of food and medicines and other essential goods and services, among others.
Operation of business establishments are limited. Restaurants are allowed 30 percent capacity for indoor dine-in, 50 percent for outdoor dining plus 20 percent if with Safety Seal Certificate.
For personal care services, 30 percent capacity is allowed plus 20 percent if with Safety Seal Certificate.
Religious services is only up to 10 percent capacity but plus 20 percent if with Safety Seal Certificate while 20 persons are only allowed for private religious gatherings like weddings, baptisms, and funerals.
Meanwhile, wakes and funerals for non COVID-19 related deaths allowed but only for immediate family members only and only for maximum of 10 days.
Private gatherings are restricted to 20 guests only while point-to-point travel for 18 and younger and 65 and older allowed but will be required to submit negative test result for coronavirus disease./PN
