Super Typhoon “Odette” left Western Visayas badly scarred just days before people are to celebrate Christmas.  In the island of Guimaras, the provincial government declared a state of calamity on Sunday. The city government of Iloilo and the provincial government of Negros Occidental are set to make similar declarations this week so they could use their calamity funds to assist the displaced and start a massive rehabilitation.
