SEBASTE, Antique – Barangay Abiera here has been cited as national champion in the 2021 Lupong Tagapamayapa Incentives Awards (LTIA) for fourth- to sixth-class municipalities category.
The LTIA is an annual initiative of the Department of Interior and Local Government (DILG) to promote the Lupong Tagapamayapa (also called Katarungang Pambarangay) concept.
The Katarungang Pambarangay is a system for amicable settlement of disputes at the barangay. It is an out-of-court resolution of conflicts by the community members themselves under the guidance of the punong barangay and without intervention of legal counsels and representatives.
“Ginapabugal kang aton banwa kang Sebaste ang Lupong Tagapamayapa kang Barangay Abiera sa pagpanguna ni Punong Barangay Romeo Manalo,” said Mayor Gaseva Recopuerto.
The Lupong Tagapamayapa scheme, Recopuerto added, helps ensure peace and order in villages.
What are the functions of the lupon? These are the following:
* exercise administrative supervision over the conciliation panels
* meet regularly once a month to provide forum for exchange of ideas among its members and the public on matters relevant to the amicable settlement of disputes and to enable various conciliation panel members to share with one another their observations and experiences in effecting speedy resolution
of dispute; and
* exercise such other powers and perform such other duties and functions as may be prescribed by law or ordinance
Recopuerto said the recognition to Barangay Abiera showed that despite the ongoing coronavirus pandemic, barangay council do their work.
The lupon is composed of the punong barangay and 10 to 20 members. The lupon shall be constituted every three years.
Almost all civil disputes and every criminal offense punishable by imprisonment not exceeding one year or a fine not exceeding P5,000 are subject to amicable settlement under the Katarungang Pambarangay system when parties involved are individuals who are residing in the same city or municipality.
Other barangays in Region 6 were also cited as champions in the LTIA. These were the following:
* Barangay Calumpang, Molo, Iloilo City – hall of famer in the Highly-Urbanized Cities Category
* Barangay Lawa-an, Roxas City – component cities category/PN
