ILOILO – Now it’s a lot easier for authorized persons outside of residence (APORs) from other areas to enter this province.
They are not anymore obliged to first take a reverse transcription – polymerase chain reaction (RT-PCR) test.
Executive Order No. 040, Series of 2022 issued by Gov. Arthur Defensor Jr. revised the guidelines for the entry of APORs.
The RT-PCR test with a negative result for coronavirus disease 2019 (COVID-19) has been ditched. Defensor said most APORS are fully vaccinated against COVID-19 anyway.
APORs shall be allowed entry if they are asymptomatic.
Upon arrival, APORs shall be examined for COVID-19 symptoms. Those with symptoms shall be admitted in the appropriate facility for isolation/quarantine and treatment. On the other hand, those without symptoms shall be free to proceed to their destinations and travel within the province.
APORs shall be subject to health protocols and quarantine measures administered by the receiving agency / office / establishment / facility in the province.
These receiving entities shall coordinate with the concerned city/municipality on the APORs’ arrival, and report on the administration of health protocols and quarantine measures.
APORs from the national government agencies and other government offices / corporations shall be required to present travel order and travel itinerary.
APORs shall be required to present any valid government-issued identification card for entry to the province.
On the other hand, the requirements for other inbound travelers stay the same. A negative RT-PCR test is required regardless of their vaccination status. The test must be taken within 72 hours before travel to Iloilo.
For returning residents
* shall only be allowed entry if they are asymptomatic
* shall be examined for symptoms upon arrival, and those found with COVID-19 symptoms shall be admitted in the appropriate facility for quarantine and treatment; those without symptoms shall be free to proceed to their destinations
* Notice of Coordination (NOC) with the city/municipality of destination shall be required
For non-residents
* shall only be allowed entry if they are asymptomatic.
* residents of Iloilo City, Bacolod City, Guimaras, Capiz, Antique, Aklan and Negros Occidental crossing borders to Iloilo province coming from their respective local government units LGUs shall not be subject to the health protocols and quarantine measures
* rhe Safe, Swift and Smart Passage (S-Pass) Travel Management System of the Department of Science and Technology (DOST) shall be adopted as the one-stop-shop software application for travelers. The S-Pass shall be administered by the Provincial Civil Defense Operations Center (ProCiD OpCen).
* Travel to the province from areas under Alert Level 4 and Alert Level 5 shall be prohibited.
For OFWs
Overseas Filipino workers (OFWs) who are fully vaccinated shall be required to present COVID-19 Vaccination Certificate, and/or shall be subject to the current RT-PCR test and quarantine procedures administered by the Overseas Workers Welfare Administration upon their arrival.
* They shall be subject to health monitoring by their respective City/Municipal Health Officers and BHERTs for 10 days from arrival.
* Those who develop symptoms within the 10-day period, shall be admitted in the appropriate facility for isolation/quarantine and treatment until recovered./PN
