ILOILO City – Mayor Jerry P. Treñas asked the Sangguniang Panlungsod (SP) to temporarily suspend the city ordinance that gives incentives to households that utilize renewable energy.
The city mayor learned that the ordinance has no implementing rules and regulations (IRR) yet.
In his request letter to the city council, Treñas said the IRR is needed to ensure the ordinance’s applicability and effectiveness will not be disadvantageous to the city government.
The ordinance gives a 20 percent discount on Real Property Tax (RPT) to residences that use for their needs, in whole or in part, renewable energy such as solar, wind, biomass, geothermal, and/or hydrothermal, among others.
It was the City Legal Office that recommended the temporarily suspension of Regulation Ordinance 2009-358 or “An Ordinance Encouraging All Household Entities to Utilize Natural Energy from Renewable Sources and Providing Incentive Thereof” until the IRR is in place.
During its regular session on Wednesday, Feb. 8, the SP referred the matter to the committee on ways and means and committee on rules for study, report and recommendation.
“Gin-refer naton sa appropriate committee… although i-check pa gid naton. Wala sang na-mention (sa ordinansa) nga kinanglan sang IRR nga ma-implement ang nasambit nga ordinansa,” said Councilor Frances Grace Parcon, SP Majority Floor Leader.
“Isa sa mga rason nga gin-refer sa committee para i-check kon sa nagliligad nga tinuig basi may ara na nga mga household or establishment nga naka-avail sang incentive,” she added.
