ILOILO City – The Metro Manila Development Authority (MMDA) and the University of the Philippines – National Center for Transportation Studies (NCTS) are helping the city government capacitate traffic enforcers. Training starts today.
The goal is to professionalize traffic management, according to Public Safety and Transportation Management Office (PSTMO) head Jeck Conlu.
“Kalabanan sa aton mga traffic aides mga high school graduate so we need to improve their skills in managing the traffic and enrich their knowledge about local and national laws and other traffic-related measures,” said Conlu.
At the end of the training, enforcer-participants are expected to understand the fundamentals of traffic enforcement and management, demonstrate how special events traffic management are being undertaken, apply theories and principles of traffic incident management in actual or practical situations, perform the standard operating procedures in managing traffic congestion during road works, and demonstrate the techniques in traffic direction and control operation.
The training will run until Aug. 11.
Today, the training staff will conduct field observation, followed by lecture proper and training.
The MMDA and UP-NCTS will also help the city government establish a “traffic academy”.
The MMDA, a government agency tasked to provide services within Metro Manila related to urban development plans, transport and traffic management, waste disposal, flood and sewer control, health and sanitation, pollution control, and public safety, has its own traffic academy.
“Gusto naton i-professionalize ang aton mga traffic enforcers. Handum naton nga malab-ot ang aton goal. If indi man naton 100 percent ma-eliminate ang mga lapses ukon shortcomings sang aton mga traffic enforcers, at least ma-address naton through our traffic academy,” said Conlu.
Meanwhile, Conlu asked for understanding of the motorists and riding public during the duration of the four-day training because there will be adjustments in terms of the number of traffic aides to be deployed daily.
While others are on training, the rest will man the streets.
“We are asking sang cooperation and support sang aton riding public and motorists. Ang syudad under sa leadership ni Mayor Treñas nagapangita sang paagi, indi ni peculiar nga kita lang ga-problema sa traffic,” said Conlu.
He stressed: “Ang discipline nagahalin gid dapat sa mga motorists because kon wala ang discipline, wala order sa aton dalan. That’s why gapangayo kami sang kooperasyon nga sundon ang aton road regulations may ara man ukon wala traffic aides.”/PN
