Are barangay, SK officials ready to lead?

LET’S BE HONEST. Barangay and Sangguniang Kabataan (SK) officials often assume office with varying levels of experience and expertise. A structured training program can level this playing field, equipping them with the necessary skills and knowledge to perform their roles effectively.

The need for such training cannot be overstated. Barangay and SK officials are the government’s frontline; they are the bridge between the state and its citizens at the most fundamental level. Their decisions, actions, and leadership styles directly impact community welfare and grassroots development.

In the intricate tapestry of Philippine governance, the threads of leadership at the barangay and SK levels are often overlooked. Yet, it is at this grassroots tier where the fabric of democracy is most tactile and vivid. It is thus most welcome that the Department of Interior and Local Government (DILG) in Western Visayas is crafting a crucial initiative: training modules for newly elected barangay and SK officials. This effort, in collaboration with the Iloilo Science and Technology University and the Local Government Academy, represents a significant stride towards bolstering local governance and ensuring effective service delivery.

The political and social landscape is rapidly evolving. Staying abreast of new developments, policies, and best practices is vital for barangay and SK officials. The planned training modules will encompass contemporary issues such as Executive Order 138, disaster risk reduction, climate change adaptation, and the intricate mandates outlined in Republic Act 6713 (Code of Conduct and Ethical Standards for Public Officials and Employees) and the Local Government Code of 1991. This comprehensive approach addresses a critical gap in the continuous education of local leaders.

The participatory nature of developing these modules is commendable. Engaging the public in a needs assessment ensures that the training is tailored to the actual demands and challenges that barangay and SK officials face.
